LOCATION OF POSITION

This position is within the Facilities Planning, Design and Construction Division of the MD Department of General Services, located at 301 W. Preston Street, Baltimore, MD.

Projects are located at sites throughout the State of Maryland with travel to job site as necessary.

Main Purpose of Job

The Office of Energy Performance and Conservation is seeking a talented individual to provide high level energy engineering work for the Director. This office is responsible for purchasing energy, reducing energy consumption, transitioning to renewable power and tracking energy use for all State Agencies. The main purpose of this position is to provide Project Management and Energy Engineering services

POSITION DUTIES

A Capital Construction Engineer/Architect II is the full performance level of work as a design or project engineer or architect for multi-year capital construction projects for State or local governments. Capital construction projects are not subject to review by a control or higher-level organization and may include office buildings, health care facilities, correctional institutions, multi-family housing, educational facilities, and public works structures and operations. In some cases, employees may function as both the design and project engineer or architect. Employees in this classification may provide guidance and direction to engineering or architectural consultants but do not supervise other engineers or architects.

Duties for this position include but are not limited to:

- Manage Energy Performance Contracts (EPC) and other Energy related projects including renewables for all phases from initiation through measurement & verification (M&V). Including maintaining records, coordinating financing, developing requests for proposals, chairing evaluation committees, reviewing proposals, assessing M&V reports, conducting internal M&V site assessments, approving schedules & cost estimates, managing all project venders and reporting on projects. Provide technical reviews of energy systems including heating and cooling, controls, lighting, water & building envelopes to determine energy savings measures or assess the energy reduction associated with a measure.

- Analyze energy consumption data using the State’s Energy Database, facility operations and facility systems to diagnose the causes of excess energy consumption.

- Provide mentoring to State staff, both inside and outside of DGS with less knowledge of energy systems.

- Identify & initiate energy reduction projects.

- Manage energy projects including documenting decisions, managing financials, coordinating with other government entities, and managing contractors .

- Produce estimates of the cost of energy reduction projects.

- Assists in the procurement of contracts including request for proposal (RFP) development, evaluation committee duties and dispute resolution.

- Manage multiple projects simultaneously.

- Communicate effectively with a variety of audiences, both technical and non-technical, both written & verbally.

- Provide customer service on energy issues to State Agencies requesting assistance

- Proficient in computer skills (Word & Excel).

- Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as a design or project engineer or architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

- Credentialed as a Professional Engineer (PE) in the State of Maryland or in another State with the ability to receive reciprocity in Maryland.

- Certified Energy Engineer (CEM).

- Leadership in Energy & Environmental Design Accredited Professional (LEED AP)

- Strong organizational and analytical skills.

- Competence in spreadsheets and database related programs.

- Experience in energy commodity purchasing.

- Experience in the development, construction and purchasing of renewable energy projects.

- Understanding of Energy legislation, regulations and policies.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
