LOCATION OF POSITION

This position is located in the Facilities Planning, Design & Construction Division of the MD Department of General Services, located at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is to provide facility management engineering work as mandated in the Statewide Maintenance and Repair Program for all State owned properties.  This position is responsible for identifying, prioritizing and utilizing hazardous material and/or facility renewal and/or program open space fund appropriations.  This position serves as a project manager for the inspection, design and repair of systems and utilities as they relate to facilities.

In addition to possession of excellent managerial and supervisory skills and knowledge of basic engineering principles and the trades, this position demands a strong commitment to provide outstanding customer service.  The selected employee must possess the ability to multi-task under pressure and demonstrate the capacity for continual follow-through that satisfactorily resolves issues and prevents future problems.

POSITION DUTIES

A Capital Maintenance Project Engineer Supervisor is the supervisory level of work as a facilities management engineer in the Department of General Services.  Projects are large-scale renovation and repair work for State agencies, typically are one year or less in duration, and may include office buildings, health care facilities, correctional institutions, housing, educational facilities, and public works structures and operations. Employees in this classification supervise other Project Engineers.

Duties for this position include but are not limited to:

- Determine what A/E service is required for the project;

- Manage the A/E design contract to assure coordination between the A/E and the using agency;

- Prepare bidding documents incorporating the A/E construction design;

- Prepare appropriate agenda item for approval of the contract in accordance with the Maryland Procurement Regulations;

- Manage projects during construction phase;

- Conduct pre-bid, review & status meetings;

- Process invoices in accordance with Maryland Regulations;

- Inspect State-owned facilities as related to their maintenance and upkeep and prepare reports on maintenance inspection findings; and

- Evaluate proposed maintenance projects for inclusion in the budget requests.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as an engineer or project manager engineer in the building construction, renovation or maintenance fields.

Notes:

1. Additional engineering experience in performing maintenance or construction engineering work in facility and maintenance system work may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with a working knowledge of the State's Procurement process, the Department of General Services General Conditions for Construction Contracts and the Procedural Manual for Professional Services.

Candidates with experience working cooperatively as part of a team and/or managing projects with fixed deadlines and budgets is desired.

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept employment in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
