Main Purpose of Job

The main purpose of this position is to direct, supervise, and administer the day to day operations of the State of Maryland's Dam Safety Program in the Maryland Department of the Environment's (MDE), Sediment, Stormwater, and Dam Safety Program (SSDSP).  As the supervisor of SSDSP's Dam Safety Division, this position ensures that new and existing dams are constructed, maintained, and operated safely in order to protect public safety and water resources.  This is accomplished by directing the permitting of new dam construction and the renovation of existing structures; implementing routine safety inspection programs for all dams; determining hazard classification to develop emergency planning in cooperation with State and local emergency management agencies; and providing expertise to State, federal, and local agencies in structural and hydrological issues as they related to water impoundment.  MDE's Dam Safety Division is also responsible for maintaining the State's inventory of dams that is required by Maryland law.  This inventory consists of all 430 active dams that are in service currently and over 15,000 small pounds that have been built historically.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Registration as a Professional Engineer licensed to practice in the State of Maryland or in a state with comparable requirements.  
  • At least four years of experience performing or reviewing small pond and dam design, inspection, and remedial repair determination, half of which were spent working with large scale dam conception, design reveiw, and permitting. 
  • Expertise in hydrology and hydraulics, structural analysis, or geo-technical issues related to dams and the inpundment of water. 
  • Knowledge of Maryland laws and regulations as they relate to dams.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year.  This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
