Main Purpose of Job
POSITION DUTIES
Assigns, reviews and approves the work of lower-level child support staff. Assists the supervisor in day-to-day functions. Trains lower-level child support staff in investigating and analyzing child support cases and in initiating appropriate actions to establish, maintain and enforce support payments. Locates custodial parents and non-custodial parents. Interviews Temporary Case Assistance applicants for Child Support First. Initiates and prepares appropriate complaint for support and set appointments for non-custodial parents. Investigates, analyzes and completes appropriate actions for modification of existing child support court orders. Researches and processes Medical Assistance applications. Reviews various reports to determine status of pending establishment cases and maintains electronic and paper case files by using on going communications with case members to ensure the files reflect current information. Places appropriate markers on case records in cases where family violence and abuse is indicated. Makes appropriate referrals. Identifies barriers that contribute to the non-custodial parent’s ability to comply with medical and child support court orders. Makes appropriate referrals to community resources. Accesses and utilizes multiple mainframe computer systems to perform the functions of location, establishment, and enforcement such as: credit bureau, MVA, MABS, CSES, CARES, FCR, CSENET.
MINIMUM QUALIFICATIONS
Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.
Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.
Notes:
1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.
2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.
3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.
4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The resulting eligible list may be used for future vacancies with this agency or other Local Offices of Child Support Enforcement within the Department of Human Resources.
