Main Purpose of Job
The Department of Information Technology is seeking a candidate to review the scope and format of agency IT solicitations and task orders for compliance with IT policies and procedures; assist in managing the task order process for use of statewide IT and Telecommunications contracts; provide guidance to agencies in developing task orders; assist in the development of solicitations for departmental IT and telecommunication commodities and services in support of statewide requirements; evaluate proposals received in response to solicitations and task orders and assist in preparing award selection recommendations.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Two years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.
Notes:
1. Additional experience as defined above may be substituted on a year for year basis for the required education.
2. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Experience working with the State of Maryland procurement regulations (COMAR Title 21).
Experience in the full range of procurement activities for IT or telecommunication systems hardware, software and services, including reviewing or developing RFP's, IFB's, Purchase Order Requests for Proposals and task Order Requests for Proposals, preparing solicitations, reviewing and evaluating bids and proposals and preparing selection recommendations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SELECTION PROCESS
Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
