Introduction

The Maryland State Retirement Agency has a permanent opening for an Accountant Supervisor II within the Administration Division’s Data Control Unit, located at 120 E. Baltimore Street, Baltimore, Maryland.

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 142,000 retirees and beneficiaries.

Main Purpose of Job

This position is responsible for supervising, training, and assisting staff assigned to the Retirement File Maintenance Section within the Data Control Unit. This position serves as a front line supervisor charged with managing the day-to-day operations of the Section while at the same time reviewing, analyzing, and improving operations in line with the goals and objectives of the Agency. This hands on' supervisory role is an expert in the Agency's monthly processes related to processing and reconciling retirement payments to over 140,000 payees and refund payments to approximately 400 former members. Timely and accurate processing of these payments requires coordination of updates to these payments for deduction files from the State, employers, and other 3rd parties and for tax withholding based upon the payees' instructions, and communication with the State Treasurer's Office for creation of the electronic fund transfers (direct deposits) and paper checks to pay benefits.

Strict adherence to processing deadlines and internal controls is required throughout the monthly cycle to assure that the payments files processed to create these payments are one hundred percent (100%) accurate. In addition to this demanding monthly schedule, this position also plays a key role in the annual processing of the Agency's tax reporting to the Internal Revenue Service of more than 150,000 1099-R tax forms, and the awarding of cost-of-living adjustments (COLAs) to monthly payees.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The list will be valid for at least one year and may be extended. The list will be used by the hiring agency to select employees.
