In the future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

Infrastructure Analyst:

The Financial Analyst assists the Manager of Infrastructure and Portfolio Investments (Manager) of CDA Finance in organizing and conducting financial analysis, investment and accounting management for CDA's Finance Office. Specifically, under direction from the Manager, the position is responsible for monitoring and tracking Infrastructure Finance Program activities. This includes maintaining detailed records that speak to local government participants, loan receivable balances, as well as review and process draw requests involving unspent loan proceeds, updating reports (i.e. State-stat, Managing for Results, Consolidated Plan), and undertaking credit analysis of a multimillion CDA infrastructure loan portfolio financed with revenue bond proceeds. Additionally, the financial analyst will be responsible for assisting the Manager in developing financial tools and procedures necessary to optimize investment, debt and cash flow management for the major CDA bond indentures. This is a highly analytical and technical position. It requires a basic understanding of principles of revenue bond finance, computerized financial management and modeling systems, and bond debt servicing. This position manages, performs, and organizes financial analysis primarily for the Local Government Infrastructure Financing Program (the 'program') indentures and overall CDA investment portfolio. Applicants should be self-starters; possess strong financial, analytical, communications and relationship management skills; and be able to work both independently and within teams.

Multi-Family Bond Accountant:

This position examines and analyzes billings, receipts and escrow changes and records these transactions in CDA’s subledgers.  This position is also responsible for the general ledger accounting of FAF proceeds.   In addition, CDA’s multifamily accounting team administers the outside servicing of more than 54 Special Housing Opportunity Loans and 14 Single Family loans that were also financed with the proceeds of multifamily housing revenue bonds. The position requires knowledge of generally accepted accounting principles, computerized financial management systems, real estate finance and mortgage loan servicing. The ability to interpret complex legal documents is essential. This position reports accurate and timely information regarding these loans to senior management for inclusion in bond disclosures, to the trustee, to asset managers, to mortgage insurers, to borrowers and to CDA’s general ledger team. By issuing the bonds, CDA meets the mission of the Department by providing financing at below-market interest rates for non-profit and for-profit entities to construct and rehabilitate multifamily properties. This below market financing expands the housing opportunities and affordability for low and moderate income citizens in Maryland.  Accurate servicing and accounting is critical for CDA to meet its fiduciary obligations to bondholders.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Advanced skills in MS Excel (especially financial functions) is a plus.
