Introduction

The Maryland State Retirement Agency has a permanent position for an Accountant Advanced within the Agency’s Finance Division, located at 120 E. Baltimore Street, Baltimore, Maryland.  The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. 

The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 193,000 active members and more than 137,000 retirees and beneficiaries.

Main Purpose of Job

The main purpose of this position is to manage the Participating Governmental Units (PGUs),employers contribution billings, and collections of the accounts in accordance with the ANNOTATED CODE OF THE PUBLIC GENERAL LAWS OF Maryland-- State Personnel and Pensions and the agency policy; to prepare the quarterly and annual Federal Census reports and to manage the unit's fixed assets in accordance with GAAP; to advise/consult administrators and directors on matters related to employers contributions and other billing concerns and to act as the liaison to PGUs and the consulting actuary.

Additionally, this position prepares and analyzes complex monthly and annual reconciliations of accounting data critical to the accurate maintenance and reporting of information on the Agency's accounts receivables, fixed assets, and central collections accounts.

Additionally, the incumbent will respond to audit inquiries and assist with the preparation of financial statements/ analysis.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications are not require; however, they may be used in the rating of candidates. 

Experience with reading and interpreting actuarial valuation reports and analyses. 

Experience with preparing financial statements and analyses     

Experience responding to audit inquiries.  

Experience with reading and interpreting laws, regulations and contract agreements and applying the appropriate financial and/or accounting treatment.

Experience with writing policy and procedures and with disseminating the like to internal and external customers.       

Experience with the application of Retirement and Pension System laws applicable to multi-faceted retirement plans, rules, regulations, and policies.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIFIED, or QUALIFIED. The list will be valid for at least one year and may be extended. The list will be used by the hiring agency to select employees.
