Main Purpose of Job

The Department of Health and Mental Hygiene (DHMH) is seeking to fill a Chief Financial Officer vacancy within their Development Disabilities Administration (DDA).  The DDA has over 650 employees, a budget of over $1 billion annually, a network of over 200 community based providers, and operates two State Residential Facilities and two Secure Evaluation & Therapeutic Treatment Program (SETT) for court involved individuals.  The position will be responsible for providing financial and administrative direction for the following functional areas:  Budget Development, Expenditure Control and Monitoring, and the Procurement Units.  This includes Budget Formulation and Control, Federal Claims, Accounts Payable, Procurement and Contracts Monitoring.  The incumbent will be responsible for the annual preparation of the budget and quarterly financial projections.   In addition; the incumbent will serve as a key financial strategist on the Department’s executive team while managing a staff to meet the Department’s goals and objectives in support of the DDA’s mission.  Responsibilities also include developing and implementing strategies across the organization, as well as data analysis, improving business process, and implementing law, regulations, and policy.  The incumbent will serve as a subject matter expert and will provide partnering, advice and guidance to the Executive Team, DHMH’s corresponding units, as well as other internal and external stakeholders.  The position drives all coordination with individual community based providers on all financial and payment processes.  The incumbent also facilitates coordination with the CFO council of the provider advocacy groups.   The incumbent will engage these stakeholders with regard to fiscal policy, trends, changes and operational delivery. 

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s Degree in Finance, Accounting, Public Administration, or other related major; and five years of accounting/financial or budget management experience, three of which must have included supervision at the management/leadership level. 

A CPA Certificate or a Master’s Degree in Accounting, Finance, Business Administration, or Public Administration will substitute for one year of the general experience.  Applicants who met the CPA exam admission requirement prior to July 1, 1974 will meet the above education requirements. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will be a seasoned leader with experience in providing financial leadership to senior executives.   The ideal candidate will have prior experience serving as a financial manager with oversight of multiple functions including federal funds, partnering with executive staff and external stakeholders, and have the ability to work in a highly collaborative environment.  Experience interpreting and advising strategic recommendations and vision is also desirable.
