DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

DHCD is seeking qualified candidates for the position of Finance Operations Manager with the Community Development Administration (CDA), a nationally recognized state housing finance agency. CDA has over $3 billion in outstanding mortgage revenue bonds and a comparably-sized mortgage loan and investment portfolio. The Finance Operations Manager will play an integral role in the financial analysis, trade execution and risk management of the Community Development Administration's (CDA) Secondary Market Mortgage-Backed Security (MBS) Program, Tax-exempt and Taxable Revenue Bond Programs and cash management needs. As an integral member of the CDA Finance leadership team, this position will be responsible for the position will be responsible for managing the financial execution of selling approximately $250-300 million of MBS securities into the secondary market on an annual basis, and assisting with the evaluation and determination of alternative methods of execution, including tax-exempt and taxable bond issuances and other MBS execution strategies. This position will also be responsible for the research and analysis of potential new product offerings, ranging from conventional to refinancing product structures and their respective sources of capital. Additionally, the Finance Operations Manager will be responsible for performing financial analysis, including cash flow projections and liquidity assessments related to the $3 billion portfolio of CDA mortgage loans and investments financed with revenue bond proceeds; performing ongoing analysis of bond proceeds so that maximum yield is generated. The position will oversee servicing payments between CDA Finance and servicing partners.

MINIMUM QUALIFICATIONS

Education:      A Bachelor's degree from an accredited college or university. 

Experience:    Three years of experience executing complex financial analysis, working with accounting or financial systems, and/or examining trends in the global capital markets.

Notes:             

1.    Possession of a certificate as a Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), or a Master's degree in accounting, finance or business administration from an accredited college or university may be substituted for one year of the required experience.                                    

2.  Applicants may substitute one year of general finance experience for one year of the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Applicants should be self-starters; possess strong financial, analytical, communications and relationship management skills; and be able to work both independently and within teams. 
  • Advanced skills in MS Excel (especially financial functions) and Bloomberg.   
  • Knowledge of mortgage loan software, MS Access, Crystal Reports, or other database management software packages.      
  • A Master’s degree in accounting, finance or business administration.
