Main Purpose of Job

The Accounts Payable Supervisor is responsible for directing and supervising the Department of Human Resources (DHR), Accounts Payable unit.

This position requires close coordination and cooperation with DHR program and administrative unit managers and provides guidance and support to the Local Department of Social Services, Accounts Payable operations.

The incumbent in this position directly supervises Fiscal Account Technician's in the processing all disbursements for DHR headquarters, currently processing over 1100 invoices monthly amounting to approximately $50 million through FMIS and Corporate Purchasing Card; ensures and complies with established policies and procedures; organizes and schedules assigned work; plans staff training and evaluates performance, etc.; ensures effective and efficient overall operation of the AP unit; develops, implements and maintains maintenance of accounts payable procedures; identifies and recommends new and more effective procedures for implementation where appropriate; develops, monitors and ensures that agency funds are accrued and paid in accordance with government accounting standards, and agency policies and procedures; maintains adequate documentation of data supporting all accrued expenditures, all payments and balances of accruals for review by legislative and internal auditors; and develops and calculates spreadsheet of all items to be accrued for Year End Closing.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience in reviewing and approval financial disbursements using an accounting software system.
