Introduction

A Fiscal Accounts Clerk II is the full performance level of work providing administrative and office support for the Maryland Lottery Gaming Control Agency (MLGCA), Agent Administration Division.  Employees in this assignment will assist in the process of creating and producing a licensed Lottery Retailer that can generate revenue for the State of Maryland.

Main Purpose of Job

This position provides administrative and office support for the Maryland Lottery Gaming Control Agency, Agent Administration Application Processing Unit and reports directly to the Agent Administration Supervisor.  This position will assist in the process of creating and producing a licensed Lottery Retailer that generates revenue for the State of Maryland.

POSITION DUTIES

POSITION DUTIES:

  • Reviews a retailer application packet to ensure all necessary documents are attached and completed correctly. Documents the retailer information on the unit's tracking file. Retrieves from the state and local public records via the internet the articles of corporation, liquor license (if applicable) for retailers applying to become a licensed Maryland Lottery Gaming Control retailer.
  • Reviews the application packet to customize an approval letter for the director's signature. Types an approval list indicating the type of approval, any approval contingencies, and an installation request form indicating the specific equipment to install at the retail location. Formulate and agent agreement.
  • Enters the application information into the Lottery's computer system creating an official record.
  • Generates retailer's Corrective Action Plans (CAPS) letters.
  • Uses the Experian Consumer Credit Solution's System to run a credit license. Forwards credit risk to supervisor.
  • Provides the highest level of customer service and support to all inquiries.
  • Documents and tracks customer inquiries.
  • Assist with filing required within the department.
  • Perform all other duties as assigned. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

  • Detailed Oriented.
  • Proven experience working with general office equipment, fax machine, copier, adding machine and telephones.
  • Experience with Microsoft Word and Excel.
  • Clear understanding of confidentiality while handling sensitive information.
  • Excellent customer service skills.
  • Experience with the Experian Consumer Credit Solutions System.

EXAMINATION PROCESS

The assessment consist of a rating of your education, training and experience related to the requirements of the position.  You may be required to complete a qualification supplement, or the rating may be based on your application.  Therefore, it is important that you provide complete and accurate information on your application. You must report all experience and education that is related to this position.  Approved candidates will be rated as Best Qualified, Better Qualified and Qualified and remain on the eligible list for at least one year.
