Main Purpose of Job

This position serves as a Computer Network Specialist Lead (CNS Lead) in support of the Department of Human Resources (DHR) enterprise network and requires an in-depth knowledge of computing and networking technology. The CNS Lead reviews and approves the work of lower level Computer Network Specialists that are responsible for managing hardware and software deployment/installation/upgrade activities for desktop computers, laptops, stand-alone and network printers, scanners, switches and routers, as well as creation and maintenance of a variety of hardware images for different standard DHR PC and laptop models statewide. The incumbent in this position responds to and resolves work order requests, provides hardware, software and network services support for DHR users, including providing support and consulting services to programs in several jurisdictions statewide. The technical skills for this position require strong working knowledge of Microsoft Windows operating systems (Win7 and later) and Microsoft Server 2008 R2 and 2012, including skills in statewide management, troubleshooting and repairing of hardware and software deployed across the Local Area Network (LAN). This is comprised of all 'networked' devices, including servers and workstations on the DHR enterprise network. This position also participates in asset management of IT inventory (hardware and software) for the Office of Technology and Human Services by maintaining all inventory in the IT storage area and documenting life cycle activities to include acquisition, deployment, maintenance, return, disposal and donation of all IT assets, including preparation for pickup by vendors; participates in the shipping and receiving of IT- related equipment; obtains and takes advantage of development opportunities that support and advance organization specific operational and project objectives; performs other duties that address gaps in organizational, operational and project activities; reports directly to the Computer Network Specialist Supervisor; works at various locations statewide; and must have the ability to drive to different sites.

POSITION DUTIES

This position provides direction, advice, instruction and guidance to lower-level Computer Network Specialists (CNS) on the resolution of complex problems in planning, integrating, and maintaining software and hardware for local or wide area computer networks, including operating systems software and network communication members; trains Computer Network Specialists; consults with users to discuss hardware and software needs; assesses existing hardware and software; surveys sites where hardware and software will be located; responds to and resolves (trouble-ticket) work orders for diagnosing, tracing and resolving network connectivity problems via the ITSM System; responds to and resolves requests for hardware installation/relocation and/or software installation/upgrade; analyzes facility readiness for site preparations as needed for installing computer hardware, software and voice/data wiring according to the project's installation requirements for DHR Enterprise Network users; builds and maintains positive relationships with internal and external customers; participates in staff meetings to discuss policies, procedures and methodologies including server building, updates to networking procedures, operating system upgrades, software upgrades and other new technologies to be implemented in the DHR Enterprise Network; assists and consults users in learning of new enterprise-wide policies, software, hardware and services; participates in managing software and hardware inventory and the required inventory documentation including hardware/software licenses, maintenance and renewals, license reconciliation and associated life-cycle activities; monitors physical asset inventory to include laptops, desktops, monitors, servers, printers, scanners, switches, routers, firewalls and data center periphery equipment; creates and manages images and imaging for the computing and server environment; communicates, assists and consults users of new policies, softwares, hardwares and services; supports modernization efforts as they relate to information technology.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes: 1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess:

1.  One year of experience leading teams and projects.

2.  One year of experience working in an Agile environment

3.  Four years of experience troubleshooting computer hardware and software issues at Tier 1, 2, and 3 support levels, to include printers.

4.  Four years of experience with installing and configuring Microsoft Windows 7 and later, and Office 2007 and later.

5.  Four years of experience creating and deploying images for computing hardware.

6.  Four years of experience building and managing Microsoft 2008 and 2012 Servers, including Active Directory.

7.  Experience facilitating and managing the asset management lifecycle for IT hardware and software, including managing licenses, maintenance and renewal processes.

8.  Familiar with Network Switches/Hubs, Network/Desktop Printers, Voice and Data Wiring, Wiring Testers, and Basic IT Tools.

9.  Two years of experience utilizing ITSM system for managing information technology services.

10. Two years of experience working in an environment with 6000 + users across multiple locations.

11. Experience with cloud based technology solutions.

12. Possession of a motor vehicle operator's license valid in the State of Maryland.

13. Excellent problem solving skills and analytically savvy.

14. Strong customer service and communication skills.

BARGAINING UNIT STATUS
