Main Purpose of Job

 The main purpose of this position is to provide guidance for a team of IT Functional Analysts in performing user testing for system software changes and modifications requested by Work Request System for the Maryland Client Information System application (a large-scale multi-million dollar mainframe system) within the Department of Human Resources (DHR), Office of Technology for Human Services (OTHS).  This position supports DHR's automated mainframe and web-based systems in a Lead Worker capacity by providing system related policy and procedural program support to DHR central and local stakeholders of DHR Information Systems (DHRIS).  The incumbent in this position participates in all phases of the System's Development Life Cycle, including design, development, testing, implementation, and on-going support activities. DHRIS encompasses DHRs' most mission-critical systems, and is the primary information system resource for providing the delivery of social and community services programs, family assistance, and medical assistance and child welfare services to several hundred thousand of Maryland's most needy and economically disadvantaged citizens.  This position also assigns, reviews, provides guidance, training, and approves the work of lower-level IT Functional Analyst staff; provides hands-on training, guidance and support to IT Functional Analysts conducting applications development testing, and user acceptance testing of the Client Automated Resource and Eligibility System (CARES) software modifications/enhancements; provides problem analysis and ongoing user support for CARES application issues that are identified by end users; conducts CARES User Acceptance Testing, which is the final phase of the Systems Development Life Cycle; develops, executes, and documents test scripts that mimic typical case processing activities in local offices to ensure that system modifications are working as designed; and meets the needs of the end user and customers of the Family Investment Administration.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (Excel, CHESSIE, Powerpoint, Word etc.)  used in the each of the positions you held.

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience using mainframe systems such as CARES and Maryland's Client Information System (i.e., Customer Information Control System (CICS), Time Share Option with Extension (TSO/E), Query Management F (QMF), and Reports Management Distribution System (RMDS).

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. Experience with Microsoft Office: Word, Excel, PowerPoint and Access.

2. Strong customer service and communication skills.
