Main Purpose of Job

The main purpose of this position is to manage teams of Information Technology (IT) professionals responsible for the design, development, enhancement and support of the Department of Human Resources (DHR's) applications in the Office of Technology for Human Services (OTHS). The Applications Program Director provides leadership, strategic and tactical planning, oversight, guidance, evaluation, and coordination for DHR applications enterprise-wide. This position serves an integral role in working with DHR Applications Development and Support staff and contractors to ensure that all enhancements, development and support activities are aligned with the Department's strategic vision and will improve the Department's mission-critical systems.

The incumbent in this position oversees the Application Maintenance and Operations contract to ensure that more than 45 DHR applications are maintained and kept updated accordingly; oversees the workload distribution, risk reporting, mitigation and resolution, issue and action item resolution, assuring all DHR technology projects adhere to the State Systems Development Life Cycle (SDLC) and the Department's technical standards and target architecture, and that all changes and improvements to DHR applications follows industry-standard processes and procedures. This position also supervises the Applications Program Manager's and provides oversight for the DHRIS Systems Support Units which are responsible for providing Level 2 Help Desk support and User Acceptance Testing. This position will travel between three locations: Baltimore City, Essex and Elkridge.

POSITION DUTIES

  • Provides oversight, direction and guidance for the daily operations of the DHRIS System Support Office, Level 2 Help Desk, and UAT team;
  • Assigns project work and reviews workload for all direct reports;
  • Oversees the DHR Application Maintenance contract;  
  • Plans, coordinates, assigns, monitors and evaluates the work activities for all DHR applications;
  • Edits, reviews, and/or approves SDLC deliverables;
  • Creates and maintains a high performance environment characterized by positive leadership and a strong team orientation;
  • Ensures proper security and disaster recovery efforts are in place to protect the security, availability and reliability within every application and provide leadership in the event an unforeseen circumstance occurs;
  • Manages employees and directs professional development, conducts performance appraisals and provides employee counseling;
  • Keeps abreast of the latest technology; takes initiative to identify and participate in opportunities for self improvement; obtains and takes advantage of training opportunities that support and advance organization specific operational and project objectives; and adheres to all policies and regulations concerning confidentiality, use of State property, training requirements and technical/physical security;
  • Participates in drafting, review, and coordination of Request for Proposals (RFPs) with Procurement when requested; participates in managing approval process for DHR application design, development, enhancement and support efforts to include Advanced Planning Documents (APD) for federal approval, RFP contracts, Information Technology Project Requests (ITPR), DHR Strategic Planning and the Customer Agency Planning Summary (CAPS); 
  • Coordinates data exchange activities with other government and private entities including the Comptroller’s Annapolis Data Center (ADC), Office of Inspector General (OIG), DoIT, Internal Revenue Service (IRS) and Office of Legislative Auditors (OLA); and 
  • Represents DHR before Federal, State and Local officials to provide information, coordinate projects, meet audit compliance and federal requirements, comply with legal mandates, make budget recommendations, and actively participate in budget process for OTHS as needed.  

MINIMUM QUALIFICATIONS

EDUCATION:  A bachelor’s degree from an accredited college or university in public administration, business, technology, computer science or a related field.  

EXPERIENCE:  Seven (7) years of experience in IT project or program management.  Five (5) years of this experience must have involved managing large application development efforts. Four (4) years of this experience must have involved the supervision and direct management of other employees and three (3) years of this experience must include managing large teams of 20 or more, overseeing and coordinating the general operations of a unit, applying rules and regulations, and/or exercising responsibility for the development of policies or procedures.  

NOTES:  (1). Additional experience in IT and software development/testing work may be substituted on a year-for-year basis for the required education. (2). Additional graduate-level education at an accredited college or university may be substituted for the required general experience at the rate of thirty semester credit hours for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Master’s Degree in Business, Business Administration, Public Policy, Public Administration, Technology, Computer Science or a similar field. 
  • Three (3) years’ experience managing Systems Development Life Cycle (SDLC) process. 
  • Experience in planning, organizing, staffing, leading or directing, and controlling an organization to accomplish the goal.  
  • Proven ability to manage all phases of application development and support including planning, monitoring, and control, team formation and development, project tracking and project deliverables. 
  • Exceptional oral and written communication skills. 
  • Advanced knowledge and/or training in software programming and project management (i.e. COBOL, .Net, IIS, PMP, etc.). 
  • IT Infrastructure Library (ITIL) v3 certification.
