LOCATION OF POSITION
Main Purpose of Job
This position supervises and manages, directs, organize the planning, data analysis, design and implementation of databases used within the DLLR. The incumbent is further responsible for assuring that the logical and physical data bases are designed and maintained to perform efficiently, effectively and accurately, with a minimum amount of resources to meet the programmatic needs of the division and to provide management with reliable information to make business decisions.
The key responsibilities of this position include but are not limited to the following:
· Physical database design, construction, & implementation using current database technology
· Collaborative design & development with programmers and business analysts
· Problem analysis, diagnosis, and implementation of resolutions
· Performance monitoring & tuning
· On-call support for production systems, job streams, and processes
· Database backup (archive) & recovery
· Business continuity planning
· Capacity planning, monitoring, and upgrade implementation
· Software upgrade planning and implementation
POSITION DUTIES
Management - Manage and direct a team of data processing professionals engaged in a variety of technical functions. This includes: establishing work assignments, reviewing accomplishments, establishing an education plan, approving vacations and performance appraisals.
Design, Maintenance and Implement the logical and physical data models and a DB2 Management System (DBMS) and SQL environment; including: Review and approve changes to data base design; evaluate the impact on systems; evaluate costs associated with changes to ensure that the performance of the system is not adversely affected; Code database descriptions and identifiers to the DBMS; Generate required database objects necessary to effect a change; enforce standard change control process for migration through testing and implementation in production; responsible for backup, recovery and reorganization of all production databases; evaluate the effect of re-design on other systems that interface with DLLR; Responsible for the establishment of referential integrity in the DBMS and the solution of any problems associated with the DBMS; Recognizes any database design that could result in a costly hardware/software upgrades or would not meet current hardware restraints.
Communication: Consults and interacts with the client community to assure all system goals are met. Consults or interacts with application analyst in program development and maintenance of existing systems
Budgeting and Procurement: Provide budget input regarding this position. Provide input into the procurement of hardware/software purchases used for databases for the department. Perform cost analysis of databases software and databases utility software. Security Administration: Security administrator for production data; establishes, maintains and enforces all security relating to the DBMS; sets standards and policies relating to the DBMS production security access.
Performance and Tuning: Work with the database performance monitoring tools. Evaluate all adverse results and make recommendations regarding database performance.
MINIMUM QUALIFICATIONS
Education: Bachelor s degree from an accredited college of university in Computer Information Technology, Management Information Systems, or other information technology-related field to include course work in local or wide area microcomputer or minicomputer networks.
Note: Applicants may substitute graduate education in computer science or in directly related fields on a year by year basis for up to one (1) year of the required experienced OR: Applicants may substitute additional management and/or supervisory experience as defined above at the rate of one (1) year of experience for one (1) year of education for up to two (2) years of the required college education.

Experience:
· 3+ years of experience as a Senior Database Administrator (DBA) in Microsoft SQL Server and/or IBM DB2 with experience in high availability, backup and recovery
· 4+ years of experience in a previous leadership position required (supervisor, manager, or project manager) Excellent leadership skills and the ability to provide technical direction to team members
· 6+ years of experience of working in Microsoft SQL Server and/or IBM DB2 environment
· 6+ years of experience of working in Microsoft Windows Server environment.
DESIRED OR PREFERRED QUALIFICATIONS
Advanced knowledge of Windows Operating Systems
· Proficiency with SQL and PowerShell scripting
· Knowledge of DB2 in IBM Z/OS environment
· Solid knowledge of database security features : Audit, user access restrictionCertifications in SQL Server and/or Microsoft technologies
· Written / Authored Documents Scope, Design --Project Planning (Budget, Other resources, Risk Management, Data Management, Schedule, Stakeholder Involvement) and MS Project
