Main Purpose of Job

This position is responsible for the design, implementation and administration of systems for public health preparedness required by the CDC grant-funded Public Health Information Network (PHIN) initiative which includes the Electronic Surveillance System for the Early Notification of Community-Based Epidemics (ESSENCE) and the National Electronic Disease Surveillance System (NEDSS). This position also provides support for the Electronic Health Records Meaningful Use project, (EHR-MU) an effort led by the Centers for Medicare and Medicaid Services (CMS)). The work on ESSENCE, EHR-MU, and PHIN involves the analysis /design/ administration of Database(s), design/implementation/administration for transport architecture of Electronic Health data using HL7 standards, administration of web application servers as well security controls for directory access and the design of controls for replication and synchronization processes for the database. All applications developed/administered by this position must comply with CDC IT functions and specifications as well as DHMH-PHIN requirements.  In addition, this position is required to enable the efficient sharing of PHIN data throughout DHMH and at the State and local levels.  Duties also require the integration and maintenance of all software and hardware components used to comprise the systems on the local and wide-area networks.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes: 1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The successful candidate must have at least six (6)  months experience using the following:

  • Microsoft SQL Server 2012 R2/2008 Database Administrator
  • SQL Server Report Server
  • SQL Server Integration
  • HL7 V2.5.1 Lab Standards
  • SQL Servier Analysis Services
  • BitVise SFTP Server
  • Apache Tomcat 5.5 or later
  • Orion Rhapsody

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience using the following:

  • Arc GIS
  • ORACLE 10G/11G/12C 
  • PostgreSQL
  • JBOSS
  • PHIN MS
  • MSS Subscription Services  

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
