Main Purpose of Job

The Data Analyst provides highly technical health care data analysis services to enable the Maryland Health Benefit Exchange to meet reporting requirements and support management decision making and strategic planning. The position performs ad-hoc data analysis and develops as-needed reports for internal management use or for external stakeholders. The position develops a variety of reports on statistics and operational metrics for submission to the Department of Health and Human Services, employers, other state agencies and consumers. The position also supports the User Acceptance Testing process.

POSITION DUTIES

Utilize and support database applications and analytical tools to evaluate data quality, applications, and functions; produce output; and maintain operations. Provide technical consultation to MHBE management and staff, functioning as subject matter expert for agency data analysis. Interpret data analyses to support management decision-making and strategic planning.

Analyze business processes, procedures, and problems to develop database or data solutions to meet business, application, and system design requirements. Identify opportunities for sharing commonly used data internally and externally. Perform data integration, data profiling, and data cleansing through the use of third-party software tools. Create and maintain data field definitions, data entities, attributes, and relationships.

Develop, implement, and maintain an agency level data dictionary and metadata repository. Advise users on the availability, accessibility, and usage of MHBE data. Design, develop, and maintain queries and reports utilizing agency data. Produce and generate reports elements identified for performance measurement.

Produce reports to meet the following objectives and requirements; support program requirements and management.  Perform statistical programming utilizing a variety of statistical software packages to summarize data and create reports and/or visual presentations.   Produce a variety of ad hoc reports for senior management.  Develop graphs, reports, and presentations to aid in the review interpretation and analysis of data. Perform statistical analyses for projects and reports.   Perform data entry, as needed or required.   Perform related duties as required, support User Acceptance Testing activities (UAT)  

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training and experience related to the requirements of the position. The rating may also be based on your application. Qualified candidates will be rated as either Best Qualified, Better Qualified, or Qualified and placed on the eligible list for a period of at least one year.
