Main Purpose of Job

This position supports the mission, goals and objective of the Maryland Department of the Environment by providing management and technical direction for enterprise Information Technology (IT)systems; Application Development and Integration; Application and Database Administration; and Internet and Intranet services; and graphics services. The position serves as the technical advisor to MDE's Enterprise Environmental Management Systems (EEMS). The position also serves as a technical advisor to the various administrations within MDE regarding enterprise IT projects, application services, database management, Web Intranet and Internet on-line services, graphics services, and represents the Department in official matters related to information management and technology. This position provides expert technical advice and guidance to departmental management regarding future direction, customization, software and hardware enhancements and software of hardware purchase recommendations for enterprise-wide environmental systems. This is a management service position and serves at the pleasure of the Appointing Authority.

This position directs, supervises, and manages the Application Development Integration unit; the Application and Database Administration unit; the Internet, and the Intranet and Graphics Services Unit within the Office of Information Technology (OIT).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field, or Business Management to include course work in database management systems.  

Experience: Five years management experience planning, designing, developing, testing, implementing and maintaining and supporting database management systems, website development/management, policy development, contract/procurement management and working knowledge of project management methodologies. Four years of the required five years of experience must be supervising employees in a multi-unit information technology environment.

NOTES:   

1. Thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems or other technology-related field to include course work in database management systems and project management methodologies may be substituted for the required education.  

2. An additional year of experience designing developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages or maintaining and modifying operating systems for multipurpose, multitasking computers may be substituted for he required education.   

3. Experience operating multipurpose, multi-tasking computer systems; or evaluation implementing and maintaining microcomputer hardware and software; or converting data from project specifications by preparing program code using third generation or other generally accepted Computer programming languages may be substituted for high school on a year-for-year basis.

SELECTIVE QUALIFICATIONS

The following selective qualifications are required. Four of the required five years of experience must be in managing a multi-unit IT program consisting of application development; database systems development and support; web application and systems development and support; Internet/Intranet development; maintenance and support; and contract development and management.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years of experience in planning and delivering enterprise application/database systems, and managing information technology projects;
  • Possess an understanding of State of Maryland administrative policies and procedures; Performance Evaluation policies; and the State’s technology policies and procedures;
  • Excellent oral and written communication skills;
  • Two years experience with management of website development in a SharePoint environment;
  • Two years experience with managing IT development and maintenance and support contracts to include expense tracking, change management, scope, cost and schedule control.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a valid motor vehicle operator's license.
