Introduction

The Maryland State Treasurer's Office, Information Technology Division, is seeking a qualified individual to fill a vacancy for an advanced level Programmer Analyst.  The IT Programmer Analyst Advanced position provides an advanced/expert level of design, programming, testing, implementation, and maintenance of programs and data files utilized by the State Treasurer’s Office.  The position supports applications that the Information Technology, Administration, Banking, Insurance, and Investment Divisions rely upon to perform their Constitutional control duties which interface with other agencies, and impact all agencies statewide.  The ideal candidate should be a highly organized, self-motivated, innovative team player comfortable working in a small yet high functioning environment.

The Information Technology Division is focused on replacing existing legacy applications with State of the Art applications and systems.  The applicant should be prepared for a challenging role that will include providing the programming support needed to update and replace existing applications as well as maintaining legacy applications and providing operations support in the interim.  In addition, this individual will be instrumental in researching, recommending, and executing the modernization plan that will determine the direction that the State Treasurer’s Office will follow in order to implement secure technology solutions that are adaptable enough to carry the office into the future.

The IT Division supports the Maryland State Treasurer's Office through technology that allows for the efficient disbursement, receipt and reconciliation of moneys of the State, as defined in Article VI, Section 3, of the State Constitution.  

This is a position specific recruitment for an IT Programmer Analyst Advanced in the MD State Treasurer's Office.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

  • Programming experience in Java, C++, PHP, HTML and/or other high level PC based programming languages.
  • Programming experience in RPGII, RPGIII, RPGIV, RPG free, CL
  • Experience migrating and integrating legacy applications
  • Experience with financial applications and file formats
  • Experience supporting a production environment

LIMITATIONS ON SELECTION

Candidates must be willing to work in the Annapolis area. 

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation to include criminal and credit history.
