Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to use basic skills, and be trained in advanced techniques, for responding to hazardous materials incidents, petroleum releases, and other environmental emergencies for the purpose of protecting human health and the environment.  This position works with senior hazmat responders, and local, state, federal, and private industry to minimize impact of hazardous materials or petroleum releases.  Also, this position will learn how to initiate the enforcement process and work with responsible parties to ensure future compliance.  This position will be assigned duties that require a valid motor vehicles license.  This position will also be required to pass an annual physical, in accordance with OSHA's 29 CFR 1901.134.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certification.

Experience: One year of full-time work conducting hazardous materials and petroleum spill containment or directing spill clean-up.

Note:

1. Additional experience as specified above or experience in the control or disposal of toxic waste or hazardous materials may be substituted for the required education.

2. Thirty credit hours at an accredited college or university, including twelve credit hours in physical, natural or environmental science or emergency services, may be substituted for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in industrial hygiene classification or industrial hygiene specialty codes in the hazardous material/hazardous waste field of work on a year-for-year basis for the required experience. 

SELECTIVE QUALIFICATIONS

It is required that the selected candidate has the following:

  • U.S. Occupational Safety and Health Administration Regulations (standard - 29 CFR) 1910 Hazardous Waste Operations and Emergency Response Course (Hazwoper - 40 hour minimum).
  • A valid driver's license.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred (not required) that the selected candidate has the following:

  • Successful Completion of an Emergency Vehicle Operator Course.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of motor vehicles, including commercial vehicles.  Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

2. Prior to appointment, candidates for positions in this classification must present written verification of competency in the areas specified in the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration web site.

3. Employees in this classification must maintain competency in the areas specified in the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

2. Employees in this classification are subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.

3. Employees in this classification are subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year.  This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.  The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
