Main Purpose of Job
This position is a direct report to the Assistant Inspector General for Audits and is a member of the Internal Audit Division Leadership Team. As such, the position is responsible for leadership and involvement in designing, implementing and evaluating the Local Departments of Social Services (LDSS) audit program for the Department of Human Resources. The position is responsible for creating and sustaining audit values, program direction, performance expectations, customer focus, and an audit environment that promotes performance excellence.
POSITION DUTIES
The Director, Local Departments Audits responsibilities include:
• Setting strategic direction and establishing audit workload plans.
• Determining the requirements and expectations of audit customers.
• Effectively using data and information supporting audit activities.
• Developing and utilizing the audit workforce to its full potential.
• Updating policy and improving processes to achieve better audit performance.
• Achieving audit performance measures in agreed-upon areas.
• Writing and communicating effectively.
• Encourage others to take recommended actions.
• Work in partnership across organizational boundaries to reach mutual goals.
• Analytical problem solving and project management.
• Promotes teambuilding, training, and motivation of the administration.
• Understanding and applying Institute of Internal Auditor Standards (II A standards) to produce
high-quality results.
• Work with electronic audit management system (e.g, TeamMate, AutoAudit, etc).
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.
Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
