Main Purpose of Job

This position is located in the Internal Audit Department of MLGCA. The Internal Audit Supervisor will be responsible for conducting a risk assessment and developing an annual audit plan identifying the areas within MLGCA that need to be audited. The Internal Audit Supervisor will be responsible for planning each audit, developing and maintaining the audit programs, assigning, reviewing, and approving the workpapers of internal audit staff conducting the audits. The Internal Audit Supervisor will be responsible for conducting conferences with management to discuss the audit findings. The Internal Audit Supervisor will be responsible for preparing final reports and conducting follow-up to ensure that corrective action has been taken. The Internal Audit Supervisor will be responsible for reviewing external audit reports (e.g., legislative auditors) and performing follow-up to ensure corrective action has been taken in a timely manner. The Internal Audit Supervisor works under the supervision of the Director of Audit & Regulatory Compliance, who provides auditing services to the MLGCA Commission.

POSITION DUTIES

  • Update annual risk assessment and audit plan for Agency approval.
  • Ensure all phases of the scheduled audits are complete (planning, fieldwork, reporting, follow-up).       
  • Supervise internal audit staff assigned to audits.  This includes delegating, reviewing, and providing feedback on the work of the internal audit staff.
  • Analyze, document, and perform testing of business processes at the Lottery to determine compliance with State regulations and Agency policies and procedures. 
  • Develop audit staff (i.e. train, coach, discipline and evaluate).   
  • Perform special projects as requested by Management and the Audit Committee.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

 3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

Preferred Qualifications:

  • Supervisory experience       
  • Detail oriented person with experience reviewing regulations and operating procedures. 
  • Demonstrated work experience performing duties assigned to position.
  • Excellent leadership, time management, interpersonal, oral and written communication skills.

LIMITATIONS ON SELECTION

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
