LOCATION OF POSITION

This contractual position is within the Inventory Standards & Support Services Division of the MD Department of General Services, located in Baltimore, Maryland.

Main Purpose of Job

The MD Department of General Services (DGS), Inventory Standards and Support Services Division (ISSSD) is responsible for the development and implementation of statewide standards and procedures for the appropriate tracking, monitoring and disposal of state owned property. Additionally, ISSSD staff monitor for non-compliance with procedures for tracking physical inventories of equipment, and State law provides that DGS ISSSD shall adopt standards for maintaining stores and inventory control for all supplies required by any unit. These standards and procedures are used by all State agencies to account for State inventory, and State agencies are regularly audited by the Office of Legislative Audits for deficiencies and compliance.

POSITION DUTIES

While the audits do have financial implications, they will not generally be traditional finance audits. Selected compliance auditors will be expected to perform physical checks of State agencies to view and locate property, which could vary from small everyday items to large vehicles or equipment.  Although auditors will be required to examine books, logs and spreadsheets for compliance and procedures, the duties will be more hands-on than routine office work.

The auditors will provide training, outreach and assistance as necessary to State agencies governed by this program, to ensure that agency property managers understand the regulations and ISSSD procedures they are expected to implement and therefore, always properly account for State owned property. This may include travel to various locations in Maryland, and may occasionally require minimal overnight travel.

Duties for these positions include but are not limited to:

- monitor State agency compliance with State property inventory standards and procedures for tracking physical inventories of equipment and identify deficiencies and problems;

- take corrective action when deficiencies are identified and enforce compliance with procedures;

- ensure State agencies adequately account for and control State property;

- monitor and review audit reports for State agencies to identify particular problems and follow-up to assist the agency in getting back on track;

- conduct unannounced spot audits of inventory procedures to ensure compliance with the standards and policies;

- assist in drafting new procedures and manuals as necessary;

- train agency property managers in implementing the program;

- provide outreach and assistance to agency property managers to ensure proper compliance;

- develop reports and draft other narratives to document findings, explain procedures, respond to other audit findings and produce any other written correspondence that may be necessary.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

 Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

 Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

 2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

 3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept contractual employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
