NURSING PROGRAM CONSULTANT/ADMINISTRATOR I

Introduction

This position serves as the Health Consultant to the Office of Child Care’s Licensing Branch and its thirteen regional offices while providing technical assistance to providers and the community as needed as well as representing the Licensing Branch on various health related boards and commissions while assisting with the development of health and safety regulations, policies, and guidelines, and supporting the development of a childcare health training network.

POSITION DUTIES

Provides technical assistance to providers and the community as needed; interprets regulations, policies and procedures to Office of Child Care (OCC) staff, child care providers, other health and safety agencies and the public; supports the development of a child care health training network by approving Registered Nurses who desire to provide Medication Administration training to child care providers and monitoring Nurse Trainer Compliance; establishes collaborative links between the OCC and other State and local health and safety agencies by exchanging information, coordinating health and safety activities and participating on committees to promote health and safe child care; assists in the development of  health and safety regulations, policies and guidelines through assessing  need for same and ensuring that they are consistent with federal and state laws, and health and safety standards.  

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes: 1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the theory, principles, processes and practices of registered nursing; knowledge of the current laws and regulations which pertain to nursing; ability to understand, interpret and apply Local, State and/or Federal laws, rules and regulations governing public health and safety, medical programs and nursing services; ability to prepare clear and concise evaluations and reports; ability to supervise professional personnel and support staff; ability to establish and maintain good public relations with officials and administrators.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
