Main Purpose of Job

The main purpose of this position is to provide executive leadership in the planning and administering of health department nursing programs for public health preparedness and response. The involved programs and services are administered through subordinate program managers and other public health staff, and include: Clinical Services Unit (including Reproductive Health Services), Infectious Disease Prevention and Control Section, Emergency Preparedness, as well as School and Employee Health.

This position provides professional direction and leadership to subordinate managers and supervisors who oversee population-level efforts in public health preparedness and response.  The work of this position involves developing and implementing rules, regulations, standards, and controls for clinical and case management nursing services; advising the Health Officer and program managers as a community health nurse expert; ensuring adequacy of health department nursing services to match community needs; leading selection and assignment of nursing personnel in conjunction with subordinate managers; monitoring and providing input on the health information management system; representing the health department in community-wide health planning and as a liaison with officials of other agencies; monitoring and advising regarding health policy affecting the Division of Public Health Preparedness and Response; and reviewing and modifying programmatic plans and budgets in conjunction with subordinates.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in nursing or related field from an accredited college or university.

Experience: Two years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity or one year of experience as a community health nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a registered nurse.

Notes:

1. Candidates may substitute a Bachelor’s degree in nursing from an accredited college or university and two years of experience as a community health nurse for the required education.

2. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and three years of experience as a community health nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.  

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. License or license number must be attached to the application.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
