Main Purpose of Job

The primary purpose of this position is to provide medically based administrative and clinical supervision to the In-Home Aide workers and secondarily to the Adult Protective Services, Social Services to Adults, and Senior Care workers. This position provides supervision of the In-Home Aide workers who are responsible for providing personal care and chore services for elderly and disabled adults. Services are provided based on the treatment care plan that is developed between the client, the in-home aide, and the social worker/caseworker of the case. This position will provide oversight of the case based on a medical model to ensure appropriate services and techniques are provided. This position also includes provision of program and case supervision for professional Social Workers and Case Managers who provide on-going services to individuals and families who are trying to maintain their independence in the community. Services are provided for customers who are over 18 years of age, disabled or frail elderly and who meet program income and asset guidelines. Programmatic management, fiscal oversight, staff personnel functions and administrative support are job functions essential to the purpose of this position. Position Duties: Plan, coordinate, supervise, and evaluate the work of in-home aides, licensed social workers and case managers in the Social Services to Adults, Adult Protective Services, and Senior Care programs. Supervise the provision of personal care and chore services to ensure they are medically necessary, appropriately provided, and based on professional standards of practice. Screen referrals for the above programs and assign referrals to the appropriate worker. Manage In Home Aide, Adult Protective Services, Social Services to Adults, and Senior Care service activities. These management activities include measurement and use of statistical, budgetary and staff resources in a mission-focused manner to improve efficiency, productivity and program accountability. Make programmatic recommendations to improve services and assist in the development of program policies and procedures. Provide personnel support recommendations regarding staff hiring, discipline, training and other staff personnel support issues. Prepare Senior Care budget. Monitor Senior Care Gap filling expenditures to ensure correct allocation and that expenditures are within program budget allocations. Performs administrative support functions to track and document client and program information.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in nursing from an accredited college or university.

Experience: None.

Notes: 1. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and one year of experience as a registered nurse for the required education.

2. Candidates may substitute two years of experience as a registered nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required education.

Limited to candidates willing to work in Frederick County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
