Main Purpose of Job

This position manages the daily operations of the Foster Care Payments Unit which is responsible for processing payments for Foster Care, Adoption and Guardianship Providers who provide care for children in licensed private and/or group home facilities. The incumbent is responsible for collecting, reviewing, auditing and analyzing data in order to resolve payment issues from the  Maryland Children’s Electronic Social Services Information Exchange (CHESSIE) System, the Foster Care Payment System, the Automated Financial System (AFS) and the Financial Management Information System (FMIS) for internal and external clients.

POSITION DUTIES

Independently plans, develops, conducts or supervises the conduct of studies and analyses of agency programs, organizations, procedures or systems.

Formulates final reports and effective recommendations based on analyses conducted.

Prepares or supervises the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts.

Supervises or assists in the supervision of specific programs, sub-programs or operational units.

Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs.

Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion.

Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations.

Advises departmental officials regarding administrative practices, procedures or policies.

Coordinates interagency transactions and provides liaison with officials in other agencies in the State, legislature, federal government, private industry or local government agencies.

May provide assistance to a higher-level administrator in the formulation and preparation of an agency's budget or portions thereof.

May supervise professional, technical, or clerical staff.

MINIMUM QUALIFICATIONS

This recruitment is limited to current State of Maryland, Department of Human Resources (DHR) employees only.  You must be a current State of Maryland, DHR employee and meet the minimum Education and Experience requirements to be approved for this recruitment.

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have three years experience in researching and analyzing foster care, adoptions, guardianship and group home payments for BCDSS in order to approve payments.

The Incumbent should be able to differentiate between the need to resolve a MD CHESSIE accounts receivable and when an overpayment outside of MD CHESSIE is warranted.

The incumbent should have working knowledge of COMAR and how it applies to the Foster Care Payment Unit.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
