Introduction

The Department of Labor, Licensing, & Regulation, Division of Workforce Development and Adult Learning is currently recruiting for Job Service Specialist II for the local One Stop Centers throughout Maryland.

This is a State-wide recruitment and the resulting eligible list will be used to fill current and future vacancies throughout the State. The list will be valid for one year. All persons interested in this classification should apply at this time to be placed on the eligible list.

Note: This recruitment requires the completion of four (4) supplemental questions.

Main Purpose of Job

To work with employers and job seekers to address their employment needs by providing the highest level of services that will support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

Provides services to job seekers to expedite their entry into employment by:

  • Interviewing job seekers to assess skills and needs using the automated system to complete, review and update customer registration;
  • Conducting orientations for job seekers to provide an overview of available services;
  • Identifying potential job matches of job seeker skills with job qualifications;
  • Referring qualified job seekers to job openings by utilizing the automated system;
  • Assisting customers by demonstrating the usage of self-service resources;
  • Developing job openings by making promotional telephone calls to market job seeker skills;
  • Sharing labor market information with customers to enable informed decisions on labor trends and economic conditions by using appropriate resource materials and automated systems;
  • Referring job seekers to training and/or supportive services to improve their job readiness by utilizing community, training and educational resources;
  • Provide eligibility review to determine eligibility for unemployment insurance customers.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in the field of workforce development, taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability.

Note:

1. Education at an accredited college or university may be substituted for one year of the required experience at a rate of thirty credit hours for each year of experience.

2. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education.

SELECTIVE QUALIFICATIONS

At least two years of experience in customer service and conducting orientations with at least one year using Microsoft Word, Excel, Access and PowerPoint.

DESIRED OR PREFERRED QUALIFICATIONS

Former permanent and contractual employees of the Maryland Department of Labor, Licensing and Regulation will receive priority consideration for this recruitment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require operating a motor vehicle. 

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of the information provided on your application. Therefore, it is essential that the application is filled out completely and accurately, listing all relevant education and experience, addressing the specific qualifications shown above and submitting any required documentation (diploma, transcript, certification, license, etc.).

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified or Qualified. 

The certified list will be used by DLLR for a period of one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
