Main Purpose of Job

The main purpose of this position is to function as the Director of the Bureau of Health Care Initiatives (BHCI) within the Family Investment Administration's (FIA), Office of Special Projects at the Maryland Department of Human Resources. The Director is responsible for overseeing all health care related activities associated with the Affordable Care Act (ACA) including the impact of Medicaid Expansion and the Maryland Health Benefit Exchange initiatives on Family Investment staff in the central office and local departments. The Director serves as a relationship manager, managing relations with internal and external stakeholders, i.e. the Office of Technology and Human Services (OTHS), FIA's Office of Operations, Office of Medicaid and Eligibility Services within the Maryland Department of Health and Mental Hygiene (DHMH), Maryland Health Connection (MHC) and other project contributors; works to keep FIA Executive and Management team, stakeholders, supporters, partners, informed on the project deliverables, events and work group coordination efforts; communicates project roles and responsibilities to internal and collaborating contributors.

POSITION DUTIES

Oversees Local Department participation in testing phases and coordinates training for the program analysts and Local Department staff on Medicaid Expansion, Qualified Health Plans and navigating Maryland Health Connection to Local Department staff, determining the mode of delivery of training and assist in the development of training materials; develops milestones, goals and specific program plans for the team; reviews and assists in the development of policies and procedures that impact departmental policies and programs; makes recommendations to the Deputy Executive Director, FIA's Executive Director and other Department officials regarding Health Care Reform; provides input for the development of the budget, information technology and other resource needs; implements new legislation and develops training plans; assesses needs and timely schedules customized training; maintains internal and external communication channels; represents FIA as the liaison for Maryland Health Connection strategic meetings, collaborating with officials for the Governor's office of Health Care Reform, DHMH and Maryland Health Benefit Exchange; makes decisions that facilitate desired program outcomes; advises other administration on ACA, procedures and systems to develop and upgrade interactive programs; develops and manages relationships with various constituencies of programs; establishes effective contacts; directs plans, organizes, monitors and supervises the work of Program Analysts and Administrative Specialist.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Nine years of experience in administrative, professional or technical work, four years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, four (4) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:  

• Proficiency in the use of Microsoft Office.  

• Experience with implementing information systems in Health Benefits or Healthcare. 

• Familiarity with Affordable Care Act implementation, including health care policies and implementation of the Maryland Health Connection.  

• Ability to plan, organize and direct the work of others.  

• Demonstrates detailed knowledge of functions of systems such as Client Automated Resource and Eligibility System (CARES), Computer Information System (CIS), Maryland Medicaid Information System (MMIS), and State Verification Exchange System (SVES).  

• Demonstrates the ability to write clear, readable, concise policy and procedural materials for use by Family Investment workers processing health care applications and agencies within and outside DHR.
