LOCATION OF POSITION

Baltimore City Juvenile Justice Center located in Baltimore, MD.

Main Purpose of Job

The Transportation Officer Lead ensures the safe and expeditious transport of juveniles from institutions, courts, group homes, airports, hospitals, mental institutions, and other facilities.

POSITION DUTIES

The Youth Transportation Officer Lead will be responsible for providing oversight to staff who utilizes the state vehicles to escort juveniles to and from assigned destinations safely, securely, and in a timely fashion. The Youth Transportation Officer Lead will also be expected to transport juveniles to and from assigned destinations; such as court, group homes, airports, hospitals, and other facilities. The incumbent will be expected to adhere to Departmental/Agency policy and procedures when transporting juveniles, such as monitor juveniles' behavior while in route to destinations and report any unusual operation occurrences, including the juvenile passengers' concerns.

Additional job duties will include compiling data and reports upon request in accordance to Departmental/Agency policy and procedures. The Youth Transportation Officer Lead will also be responsible for providing additional oversight to the cleanliness and operating condition of the state vehicles used to transport youth offenders.

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. acceptable to the Maryland State Board of Education as described in the Correctional Training Commission Regulation.

Experience: Two years of experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth.

Note:

1.  The above educational requirement is set by the Maryland Training Commission in accordance with the Correctional Services Article, Section 8-209.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Social Services Aid and Assistant classifications or Social Services Aid and Assistant specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Candidate must have at least one year of experience operating a large passenger vehicle (bus, shuttle bus, passenger van, etc.)

LIMITATIONS ON SELECTION

Candidates must be a current employee at the Maryland Department of Juvenile Services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be fully certified by the Maryland Correctional Training Commission prior to appointment and are required to maintain certification while employed.

2. Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article of the Maryland Annotated Code, Section 8-209, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include: U.S. Citizenship or Resident Alien status Must be at least 21 years of age A thorough background check, including fingerprinting and drug testing An oral interview, and Physical and psychological examinations.

2. Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be supplied with a pager or may be required to provide the employing agency with a telephone number at which they can be reached.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulation 17.04.09 – Testing for Illegal Use of drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
