Main Purpose of Job

This position will be responsible for leading the Licensing Specialists. The Licensing Specialists are responsible for determining the financial, regulatory and overall due diligence considerations for Video Lottery Terminal (VLT) facility operators, manufacturers, their officers, directors, employees, and other designated persons.

POSITION DUTIES

  • Review and perform the appropriate due diligence to include examination, evaluation, and background investigation of applicants for gaming and non-gaming licenses;
  • Review and perform field investigations and interviews of applicants, witnesses, and other relevant parties to corroborate information on applications;
  • Review and perform the examination and analysis of financial documents, accounting records, bank statements, computer records, business records, public documents, and other relevant records;
  • Review and prepare detailed reports, charts, graphs, and other relevant material for use in presentations to interested persons and/or groups;
  • Provide direction and guidance for Licensing Specialists

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet both of the selective qualifications to be considered.  Include clear and specific information on your application regarding the qualifications.

  • One or more years of professional experience conducting background investigations.
  • One or more years of regulatory experience related to gaming.

DESIRED OR PREFERRED QUALIFICATIONS

  • Two or more years of professional experience working with confidential information.
  • Two or more years of professional investigative experience.

LIMITATIONS ON SELECTION

This recruitment is limited to existing Maryland Lottery and Gaming Control Agency employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
