Main Purpose of Job

This position is primarily responsible for the supervision of the unit that provides oversight support for programmatic activities related to the implementation, training, and oversight of the Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE). This is Maryland's version of a Statewide Automated Child Welfare Information System (SACWIS), developed to support child welfare practices in the State and oversight to providers' payments. This position requires the application of accepted management techniques and methods to the identification and solution of agency and provider problems. The incumbent in this position receives information, plans and conducts studies, analyzes results, and formulates recommendations to increase the operating efficiency of the use of MD CHESSIE's data; provides technical assistance and internal consulting support to the MD CHESSIE project and other permanent ad hoc user groups; provides mid-level support to the evaluation of the system from the programmatic prospective for the purpose of recommending system enhancements and best practice directives; responds to central, local and constituent concerns related to the MD CHESSIE System and testing of the application; and requires an in depth knowledge of State and Federal Child Welfare laws, regulations, best practices and information technology. This position is also responsible for the supervision of staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

5. Experience with MD CHESSIE and Client Information System (CIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
