By law, DJS is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services. DJS collaborates with youth, families, schools, community partners, law enforcement, and other public agencies to coordinate services and resources to contribute to safer communities.

Main Purpose of Job
The Minority Business Enterprise (MBE) Administrator at the MD. Dept. of Juvenile Services is responsible for managing the agency's MBE program to maximize the inclusion of Minority Business Vendors in the agency's contracting and procurement opportunities.
POSITION DUTIES
The Minority Business Enterprise (MBE) Administrator manages and monitors the agency's MBE procurement programs. The incumbent will be responsible for overseeing solicitations for Small Business Reserve and Minority Business Enterprise procurements. The MBE Administrator will lead the Procurement Review Group goal setting meetings, review bid proposals for MBE participation, and supervise the compliance of direct and indirect MBE contracts. Other duties includes, but not limited to, participating in Pre-Bid Conferences, managing MBE data collection and reporting, and resolving any allegations of discrimination as it relates to MBE vendors participation in the procurement process.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Must possess at least two years of work experience performing procurement duties related to Minority Business programs (i.e. Veteran-Owned Business, SBR, Women-Owned Businesses, etc.).

LIMITATIONS ON SELECTION
Must be a current Maryland State Government Employee.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
