Introduction

The Maryland State Lottery Gaming Control Agency (MLGCA) is seeking a highly skilled individual to manage and support the MLGCA by providing effective and efficient process of Facilities Operation function to include, managing and controlling Instant Ticket Distribution System, Instant Ticket Warehouse, Point of Sales Warehouse distribution and Building Services.

Main Purpose of Job

The main purposes of this position is to manage the Instant Ticket Distribution System, Instant Ticket Warehouse, Point of Sales Warehouse distribution and Building Services for the MLGCA Agency. This includes acting as the liaison to several State contracted vendors and all Lottery departments concerning the distribution of instant tickets. Responsible for the management of services and processes that support the core business of MLGCA and ensure that the agency has the most suitable working environment for its employees and their activities.

POSITION DUTIES

  • Responsible for ensuring that the Agency's Facilities Operations Department is managed in a professional, efficient and customer friendly manner in accordance with established procedures and agency guidelines.
  • Plans administers and monitors the activity of the Facilities Operations Department to ensure the timely process for all services rendered in accordance with established procedures and policies.
  • Responsible for monitoring all services required under the Lease Agreement.
  • Responsible for invoice approval related to procurement contracts and services for accuracy.
  • Management of personnel actively assigning, evaluating and assessing personnel throughout the Facilities Operations Department and the Warehouse to assure that manpower is used appropriately and that practices and procedures for all personnel are upheld to the standards and expectations of the MLGCA.
  • Administer direct supervision of staff through individual meetings, oral and written communications, teaches supervisory skills and techniques in order to encourage participation in professional growth opportunities that will enhance the quality of services rendered to all internal/external customers.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Working knowledge of the purpose and function of a large supply warehouse.
  • Working knowledge of methods and procedures used in receipt, storage and distribution of supplies and materials.
  • Working knowledge of the maintenance of perpetual inventory records.
  • Working knowledge of methods and procedures used in facilities Management.
  • Ability to organize, schedule and manage the work of facilities department employees. (Includes Interns and Temp Staff).
  • Ability to develop and install warehouse facilities operations methods, procedures and record-keeping systems. 
  • Ability to train new employees.

LIMITATIONS ON SELECTION

Must be a current employee of the Maryland State Lottery Control Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The assessment consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualification supplement, or the rating may be based on your application. Therefore, it is important that you provide complete and accurate information on your application. You must report all experience and education that is related to this position. Approved candidates will be rated as Best Qualified, Better Qualified and Qualified and remain on the eligible list for at least one year.
