Main Purpose of Job

This position is responsible for developing, directing, and maintaining external mediation and other programs for the Maryland Department of Agriculture (MDA), agricultural producers and those with whom they may have conflicts. This employee will represent MDA on related state and national policy organizations, keep informed on recent nation-wide and statewide developments in grant-related issues and procedures, and plan conferences and regional functions(schedule meetings, prepare agendas, arrange appropriate speakers and guests, prepare the minutes and reports), and supervise support staff and interns. This position involves high-visibility projects, requiring an understanding of broad public policy issues as well as the ability to deal with high-level elected officials and the media. This position requires excellent interpersonal skills, strong written and verbal communication skills, the ability to recognize the need for confidentiality, required to handle difficult or unanticipated problems which can arise (situations often arise which require working with people who are resistant to change).

POSITION DUTIES

Develop, implement and maintain grant-related programs. Administer grant-funded programs; meet with individuals and commodity groups, including persons from MDA; other local, state, and federal staff; contractual mediators; farmers; schedule mediations; evaluate outcomes and make recommendations to the National Marketing Administrator and MDA senior management regarding programs and projects.

Develop outreach materials and processes and distribute information according to an annual plan. Travel statewide to various locations for the purpose of promoting and overseeing programs; evaluate needs and implement appropriate improvements appropriate to specific situation; compiling data on results; record and report program statistics; attend annual national meetings of similar programs.

Create and maintain appropriate processes and records for integrating existing programs into MDA and USDA structure (e.g., program and activity plans and reports). Design and deliver training programs regarding federal and state regulations, processes and ethics, etc.

Write job requirements for contractual employees and interns; recruit, interview, schedule, and train.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

40 hours of Mediation Training

At least 3 years of experience Mediating

1 year of experience with Grant Program Management

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
