Main Purpose of Job

This position serves as a principal assistant to the District Operations Program Manager and is responsible for the development and administration of the assigned conservation programs within the Office of Resource Conservation and the unit-wide administration of grants and development of budgets.

POSITION DUTIES

Develop, direct and implement standards and controls and provide guidance and oversight for management of multi-funded grants, compile grant proposals, ensuring all information is included and accurate, for final submission to requesting agency.  Administer highly complex grants funded through sources such as EPA and NOAA for the NPS, Chesapeake Bay and Coastal Zone Management Programs, Natural Resources Conservation Service, Chesapeake Bay Trust, etc.  Review and approve reports, determine eligibility and expenditures as submitted by Program Manager, Area Coordinators and District Managers.  Make changes as necessary.  Develop and initiate procedures for administration of grant contracts to include records control; quarterly reporting of expenditures, process and deliverables; and management of grant accounts using Generally Accepted Accounting Principles (GAAP) and invoicing.  Oversees and coordinate administration of grant funded projects serving as liaison with grantor auditors, principle contacts, etc., developing subcontracts and Memorandum of Understanding (MOUs) to carry out project requirements and assisting with hiring personnel.  Prepare District Operations budget.  Develop procedures and guidelines for Soil Conservation District (SCD) budget requests.  Responsible for the administration of resources provided to soil conservation districts with the assigned programs. Supervise the inventory of all office and technical equipment inspections.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have at least one year of experience administering Federal and State grants.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
