Introduction

We are seeking a dynamic HR professional who has experience with employee training programs for a large and diverse employer using the latest LMS technology.  This is a support position, supporting the State's LMS and it's integration with the HR system for the State of Maryland.

POSITION DUTIES

The Shared Services Division within the OPSB, DBM, is seeking a Human Resources professional with a strong background in training systems, training development and delivery and HRIS.  We are seeking a candidate that has a comfort level in working with various LMS and HR applications.

The successful candidate will function in a support role in the Division, and shall be able to work independently.  This position will serve as the primary support for the Statewide LMS (the Hub) and its integration with the HR System (Workday).  The position will be responsible for analyzing and evaluating policy and legal requirements, business processes and user needs; performing functional configuration and maintenance tasks as required according to operational and business needs; performing test, troubleshooting for problems, and providing technical assistance and training to system users.  The position will support both applications including but not limited to: set-up and maintenance of the LMS, integration maintenance, review of training set-up and functionality, reporting from the LMS to State executives as required, and working with the user agencies to enhance the use and functionality of the LMS at the agency and/or State level

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. At least two years of experience with a Learning Management System (LMS) in a large employer environment, responsible for maintenance, configuration and integrations.
  2. Advanced knowledge and experience in MS Office specifically Word, Excel, PowerPoint, and Access; two or more years in producing custom reports.
  3. Previous experience in systems implementation.
  4. Strong analytical/problem solving skills.
  5. Expert knowledge of and experience in utilizing and creating reports and spreadsheets.
  6. Ability to solve problems related to computer system software and operations.
  7. Experience with one of the following technologies: Cornerstone, Workday, Oracle HRMS, Oracle Fusion, PeopleSoft, SAP or any other LMS or ERP HR System.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
