Main Purpose of Job

This position is responsible for providing support to the Office of Government Affairs in carrying out the duties required for the planning and implementation of the legislative, reporting and regulatory management activities in three distinct areas: 1) Senior level support in the development and implementation of the Department's legislative and regulatory activities; 2) Overseeing the management of the Annapolis office; and 3) Overseeing and coordinating special projects. Position Duties: Oversees legislative reporting process to ensure timeliness of the Department's submissions to the legislature, Office of the Governor and other state agencies. Reviews and analyzes legislative initiatives and the fiscal impact of federal and state legislation that affects the Department of Human Resources. Researches complex constituent issues and works with legislative staff on suitable solutions. Conducts research and prepares policy memoranda on legislative issues affecting the DHR and other special projects as assigned, including but not limited to 50-state policy reviews. Identifies and assigns legislative bills to departmental legislative liaisons for review and comment. Oversees the timely and accurate adoption of departmental regulations according to DHR's Administrative Procedures Manual, Maryland's Administrative Procedure Act, Joint Committee on Executive, Administrative and Legislative Review (AELR) and the Division of State Documents (DSD). Manages the procurement and distribution of the Code of Maryland Regulations (COMAR) and the Code of Federal Regulations (CFR). Develops and maintains relationship with key legislators and governmental officials for the purpose of facilitating communication between DHR, local government agencies, other government entities and external stakeholders.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year experience researching, analyzing and/or compiling legislative data.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • A bachelor's or master's degree in Public Administration, Political Science, Public Policy or similar fields.
  • Strong writing and editing skills; Proficient in Microsoft Office; Experience researching and compiling data;
  • Experience monitoring and reporting related to the legislative review process;
  • Experience drafting amendments to Maryland regulations in accordance with the Administrative Procedure Act;
  • Experience assisting program staff in the implementation of changes to State and federal laws, regulations and policies;
  • Experience preparing and drafting research papers on special projects; and Ability to correspond with internal staff as well as external stakeholders, including but not limited to legislators, advocates and legislative committees and adapt positively to unexpected new projects, deadlines and required follow-up actions.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
