Main Purpose of Job

The main purpose of this position is managing the administrative operations of the Inner Harbor Complex (IHC). This includes activities in finance, human resources, IT and inventory control. General management includes long and short range strategic planning in supporting the mission of IHC and directing all administrative activities of the subordinate units of IHC.

POSITION DUTIES

  • Manage Administrative Operations – Plans, develops, implements, and coordinates administrative programs, projects, and services in support of the Inner Harbor Complex; establishes and implements short and long range organizational goals, objectives, strategic plans, policies, and operation procedures; implements new regulations and policies as directed by upper management; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement; work in coordination with the DGS Police in relation to building operations and after hour activities; represents Inner Harbor Complex in meetings and conferences; acts as liaison between the Inner Harbor Complex and agency units.  Interviews and hires prospective employees; plans, organizes and supervises the work of assigned personnel;
  • Budget – Compiles and analyzes financial information from all components of IHC, and develops revenue/expense analyses, projections, and reports in order to assess operations, administrative programs, and services; oversees and/or prepares budget estimates, makes recommendations to Superintendent to control expenditures; prepares annual operating budget recommendations based on guidelines set by DGS; responsible for solicitation and award of all small procurements for IHC; authorizes requests for procurement of supplies and materials through ADPICS; implements the approved budget.
  • Report to Management – Communicate on the progress of the operation and any anticipated shortcomings or problems; provides status on various required financial, statistical, inventory and operational reports.  Provides advice and consultation to management. 
  • Relationship with Coordinators and Tenants - Informs  and advises building occupants about the programs, practices, and problems of the building, as well as activities operating under the authority of the Complex; demonstrates continuous effort to improve operations and work cooperatively and jointly to provide quality seamless customer service; coordinates work with DGS Police and custodial supervisors, bringing to their attention discrepancies or needs in their respective sections as related to overall building operations; takes necessary steps to assure the safety and welfare of tenants and visitors to the Inner Harbor Complex.                

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the required experience must include developing, analyzing, and updating agency budgets and experience with Financial Management Information System (FMIS).

 This recruitment is limited to applicants willing to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum and selective qualifications to be considered for this position.  Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
