Introduction

The Division of Unemployment Insurance (DUI)/Central Processing Unit are accepting applications from candidates for the position of Administrator I.  This position is INTERNAL and limited to qualified permanent and contractual employees of DLLR/DUI.  The successful candidate, if necessary, will be transferred to the Central Processing Unit, at that time paperwork will be processed as appropriate for reclassification consistent with assigned duties and qualifications of the selected candidate.

Main Purpose of Job

Coordinate with others to ensure Maryland is adhering to all Interstate, Intrastate, CWC Maritime, and ICON program activities, with DOL and/or Regional Offices, other states, and Claim Centers. Development, implementation and evaluation of methods and procedures to ensure quality administration of all programs, with emphasis on meeting all implementation timeframes. Provide leadership and/or instructions to agency staff on matters relative to Interstate, CWC, Maritime Reciprocal law, and SSA validation policy and procedures.

POSITION DUTIES

The main duties of this position are to coordinate and provide assistance with all Interstate and CWC activities and to assist the Administrator of the Central Processing, Federal Claims, and Combined Wage Units with the overall day to day operations and supervision of staff.  Other duties will include but are not limited to monitoring the ACD phone system, cross training, and performance evaluations (PEP).  In addition coordinate information on all ICON activities and maintain liaison with central office and local offices, regional offices and DOL.  Must be willing to travel to attend appeal hearings and court cases as needed and attend conference meetings.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the Maryland Automated Benefits System (MABS), Interstate Connectivity application (ICON) such as Interstate Benefit Inquiry (IBIQ) and the State Information Exchange Interface (SIDI).

Experience in supervision, the reviewing of, and/or performing work in claimstaking for Unemployment Insurance benefits and experience in working with claims from ex-military (UCX), federal civilian personnel (UCFE), and out of state employment (CWC).

LIMITATIONS ON SELECTION

Limited to current permanent and contractual DLLR/DUI employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
