Main Purpose of Job

This position will function as the Program Coordinator in the Developmental Disabilities Unit; it will provide assistance to the Office of Health Care Quality (OHCQ).  This position assists the OHCQ to achieve its mission to promote public confidence in Maryland's health care and community services delivery system by directing the operations of one or two units in the DD Unit (Children's, Mortality Investigation, Licensure and/or Investigative Units).  This position establishes and maintains an efficient framework for consistent implementation of all phases of the survey, licensure, and enforcement activities for licensed provider agencies serving children and/or adults with developmental disabilities and for investigation of deaths occurring to individuals in DDA licensed provider agencies.  This position establishes and maintains cooperative relationships with DD Unit staff, OHCQ administrators, State officials, task force and/or planning committee members, stakeholders, recipients of services, licensees, and others for the purpose of: 1) Implementing the work of each unit, 2) Implementing educational activities affecting each unit, 3) Clarifying policies and procedures of each unit, and 4) Modifying unit operations as needed.  This position requires the incumbent to possess and maintain a current knowledge of COMAR and federal and local regulations governing the operations of both units.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have experience ensuring compliance with licensure, certification, and investigative processes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
