Main Purpose of Job
This is a mixed duties position and the main purpose is to provide confidential investigative services and programs specialist monitoring unique to the Department, under authority delegated from the Secretary to The Office of the Inspector General (OIG).
POSITION DUTIES
The primary investigations functions of the Administrator I position are to conduct inquiries related to: allegations of administrative and/or criminal violations against employees and service providers; collusion; corruption; misappropriation of Department assets; mismanagement, fraud, waste and abuse of authority with State-operated facilities and those operated by private vendors under contract to the State. Investigators functions include, but are not limited to, program monitoring, evaluating effectiveness, providing technical assistance and training, and making recommendations for policy formulation, program development and quality improvement. The ideal candidate will possess experience in law enforcement conducting criminal investigations.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
One year of the above required experience must be in administrative or criminal investigations.

DESIRED OR PREFERRED QUALIFICATIONS
Experience in law enforcement conducting criminal investigations.
LIMITATIONS ON SELECTION
This recruitment is limited only to current Maryland Department of Juvenile Services employees.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SELECTION PROCESS
Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as QUALIFIED, BETTER QUALIFIED OR BEST QUALIFIED. Candidates shall be certified to the eligible list for a period of one year.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
