Introduction

This is a Position Specific Recruitment for the State Department of Assessments and Taxation, Taxpayers Services, Franchise Tax Unit.  The resulting Eligible list will be used for this position only.  Interested persons will need to reapply for future recruitments in this classification.

Main Purpose of Job

This position audits the annual franchise tax returns filed by public service companies, reconciles franchise tax remittances and assists the Program Manager of the Franchise Tax Unit in the administration of franchise tax laws imposed on public service companies. The Unit generates annual State revenues of over $ 120 million.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

  1. Six credit hours in accounting and fifteen credit hours in related courses (e.g. business finance, economics, business administration)
  2. Three years of experience in examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or professional auditing experience.
  3. Excellent verbal and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates must possess the minimum qualifications to be considered for this position.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application.  All information used to determine your qualifications must be submitted by the closing date.  There, be sure that you accurately and thoroughly complete the application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
