Main Purpose of Job

To provide program management and oversight, leadership, specialized technical expertise and clinical supervision to the Social Work Supervisor and staff members of the Out-of-Home and Adoptions Services unit, and to a team of staff members representing different programmatic expertise working on geographic teams and within the central office of the St. Mary`s County Department of Social Services.  To oversee the daily operations of these programs; to train staff and to ensure that the Department meets or exceeds the performance measure goals for these programs.  To serve as a lead Departmental representative in the community, working with customers, other agencies and partners for the purpose of ensuring complete program effectiveness and providing overall community support.  To participate in the management activity of the Department so that the Department continues to respond to and anticipate the needs of its customers. Position supervises Social Work Supervisor-Family Services and other staff caseworkers.  Position receives managerial supervision from Assistant Director of Services.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, four years of which must have been in an administrative, supervisory or consultative capacity.

Note:

1. These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS:

  • MARYLAND LCSW-C (CLINICAL) AND EXPERIENCE IN INTERDISCIPLINARY TEAMING. 
  • CANDIDATES SHOULD HAVE THOROUGH KNOWLEDGE OF COMMUNITY PARTNERS AND SERVICES IN ST. MARY'S COUNTY

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in St. Mary's County which is 85 miles SE of Baltimore, 70 miles SE of Washington, DC and 85 miles NE of Richmond, VA.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
