This office is approximately 55 miles north of Baltimore, off of Interstate 95; the last exit before the Maryland/Delaware line.

Main Purpose of Job

The main function of this position is to assist the WISH team to get customer's job ready and employed under the Maryland Rise Initiative. The position is responsible for promoting the agency's employment programs to the community; work with the WISH team to support customer work efforts and to assist with meeting Maryland Rise and Welfare to Work goals. This position will also frequently meet with members from the community including, but not limited to, employers, businesses and administrators from staffing agencies, officials from the county government and members we have contracts with such as Division of Rehabilitation Services (DORS).

POSITION DUTIES

Make presentations and promote the WISH program to the community. Includes recruiting employers and non-profit organizations to hire customers for work activities, subsidized employment (paid Internship), and work experience sites.

Work closely with customers to find appropriate job placements throughout the community; follow up with customers to ensure barriers do not get in the way of obtaining and maintaining employment; track job retention of customer at 30, 90 and 180 days.  Attend job fairs.

Assess TCA applicants and active TCA customers for appropriate placements by interviewing customers, obtaining complete and accurate data and collaborating with Work Opportunities staff to determine work program compliance and completing the Online Work Readiness Assessment.

Instruct welfare-to-work customers in employability based training including, but not limited to, resume building, interviewing, communication techniques and styles, completion of applications, teamwork/cooperation, and conflict resolution.

Monitor customer compliance with work program requirements and entering data into WORKS daily.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess the following:

Preferred candidates will have two years experience in job development, job placement, employment counseling or job seeking skill training and motivation; 

Experience in marketing employers and working with the business and professional community;

A comprehensive knowledge of the local employment/labor markets and labor market needs, and employer hiring activity in Cecil County.

LIMITATIONS ON SELECTION

Limited to candidates willing to work in Cecil County, which is located approximately 55 miles north of Baltimore off of Interstate 95; the last exit before the Maryland/Delaware line.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
