Introduction

The Maryland Department of Business and Economic Development (DBED) is seeking qualified applicants for the position of Accounts Payable Lead within the Division of Administration and Information Technology.

LOCATION OF POSITION

World Trade Center - 401 E. Pratt Street, Baltimore, MD 21202

Main Purpose of Job

The primary purpose of this position is to ensure the timely and accurate payment of invoices and bills.

POSITION DUTIES

Invoices are processed through the Financial Management Information System (FMIS).  The incumbent compiles daily invoices for distribution to the Accounts Payable Assistant for input into ADPICS; Reviews and approves or rejects invoices to be submitted for final transmittal; Scans invoices and transmittals for submission to the Comptroller; Interacts with Pre-audit of the Comptroller regarding expedited payments and other issues relating to potential delays or rejection of invoices; Serves as backup to the General Accounting Manager to perform essential duties when necessary, including journal entry preparation and posting corporate purchasing card reconciliations; interacts with Venders to resolve issues of duplicate payments, and various discrepancies such as Federal Identification Numbers (FID), addresses and other questions.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

 3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should have:

  • experience with the State's Financial Management Information System (FMIS)
  • knowledge of accounts payable procedures and policies
  • be able to work independently
  • possess excellent organizational, interpersonal, written and oral communications skills
  • have an aptitude for detailed work 
  • experience with Microsoft Word, Excel, and or other relevant software  

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
