Main Purpose of Job

The Administrative Specialist III serves as the Department of Juvenile Services Health Benefits Coordinator for approximately 2,200 employees and provides administrative support to the DJS Employee-Employer Relations Manager. The administrative support includes, but is not all inclusive, the following: *Schedules conferences: schedules first and second step disciplinary appeal and grievance conferences and disburses conference decisions to the appropriate parties. *Completes SPMS personnel actions electronically to note pertinent disciplinary action information. *Maintains grievance and disciplinary action files ensuring files are current and are expunged according to statewide retention schedule requirements. *Completes monthly employee relations reports. *Creates drafts and proofreads documents and correspondence.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

1. Experience in health benefits administration

3. Experience developing and generating reports from databases

4. Experience in the MD State SPS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  Therefore, it is important that you provide complete and accurate information on your application.  You are required to complete the attached supplemental questionnaire.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year.  The list will be used by the hiring agency to select employees.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
