Main Purpose of Job

This position functions as a Program Analyst in the Family Investment Administration's (FIA), Office of Programs, Bureau of Policy, Research and Training. This position has the responsibility for evaluating, interpreting and implementing Federal and State laws, written regulations, policies and procedures for the management of all Family Investment Administration (FIA) programs in Maryland. The incumbent in this position advises other administrations and local departments on Family Investment Administration programs, procedures and systems; interprets program policy for other FIA staff, Local Departments of Social Services (LDSS), State or government agencies, individuals or groups and organizations outside of the Department of Human Resources (DHR); serves as a policy expert representing FIA and DHR on internal and external committees, work groups, or community based meetings.

POSITION DUTIES

Interprets, develops, writes and delivers training material to implement new legislation or regulation; trains staff on policies and procedures; maintains expert working knowledge of all FIA programs; prepares policy and procedural materials; creates and updates program manuals, action transmittals, information memos and other training materials; develops forms for implementation and maintenance of programs; provides leadership and represents the department on task forces and work groups; participates in various aspects of systems operations, or systems development projects as part of a design workgroup, user tester or member of the implementation team; serves as Project Manager or Assistant Project Manager for systems work group; responds to inquiries from local departments, the public, local, State or Federal offices, the Governor's or Mayor's office advocacy groups, legislators or other State agencies regarding aspects of the programs; reviews proposed Federal and State legislation and regulations to recommend changes in legislation, policies or procedures based on either operational experience or changes in the function of the agency; and prepares reports and evaluations of programs including data analysis of effectiveness of policies and procedures and local operations.

MINIMUM QUALIFICATIONS

YOU MUST MEET BOTH THE MINIMUM AND SELECTIVE QUALIFICATIONS TO BE APPROVED.

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

YOU MUST MEET BOTH THE MINIMUM AND SELECTIVE QUALIFICATIONS TO BE APPROVED.

One year experience in conducting policy review and making recommendations for policies and/or preparing reports and evaluations for an FIA program.

DESIRED OR PREFERRED QUALIFICATIONS

The idea candidate will possess:  Experience in regulations and policies related to Family Investment Administration programs including systems applications such as: CARES, WORKS, SDX, SOLQ, MABS, SAIL, SAVE, SVES, etc.  Experience in the development of training guides, and materials.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
