Main Purpose of Job

This position functions as a Lead Program Analyst within the Bureau of Policy, Research and Training, Office of Programs, in the Family Investment Administration (FIA) of the Department of Human Resources. The incumbent in this position interprets and implements Federal and State laws, written regulations, policies, procedures and systems of FIA programs in Maryland; evaluates existing programs and procedures; analyzes program data; prepares reports; analyzes pending legislation; assists with budget testimony and ad hoc assignments for the legislature and the Governor's Office; makes recommendations for reduction of errors; plans for implementation of new or revised programs; serves as project manager on special initiatives; advises on FIA programs, procedures and systems; interprets program policy for FIA staff, Local Departments of Social Services, State agencies, individuals, groups or organizations; communicates with the federal Regional Offices of the Administration for Children and Families, the Food and Nutrition Service, and the Medical Assistance Policy Administration of the Department of Health and Mental Hygiene; and works with various auditors, completes internal reports and obtains information to compile necessary reports. This position will also work with new staff to help develop the skills necessary for them to be a fully functional Policy Analyst/Trainer in the Bureau.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
